Background

On February 12, 2023, a fire broke out at the Resources Recovery Facility (RRF), the cornerstone of the waste management system, which processed approximately one million tons of waste annually and reduced it to a fraction of its original mass, thereby diverting solid waste from Miami-Dade County landfills.

The fire took nearly four weeks to extinguish and caused severe damage to several of the plant's buildings. Since then, except for tire shredding, the FRR has remained inoperative, neither processing waste nor generating electricity. Uninterrupted solid waste disposal service has been provided to 11 cities and unincorporated areas of Miami-Dade County.

Legal Actions

A law firm has filed a lawsuit in a Florida Federal Court seeking damages to compensate not only residential and commercial real estate owners for the damages to their properties caused, but also all workers and visitors who worked in this area, by Covanta's reckless operation of the Miami-Dade County Resource Recovery Facility and its abject failure to prevent, control, and extinguish the fire that started on February 12, 2023, and that took firefighters nearly three weeks in their enormous effort to control the flames.

Smoke from the fire blanketed the surrounding community with toxins for three weeks. The Miami-Dade County Resource Recovery Facility is a municipal waste collection, sorting, and incineration facility located in Doral, Florida. Operated by Covanta Dade Renewable Energy, LLC under a contract secured by Covanta Holding Corporation, the facility also housed a power plant where waste was burned to power turbines that produced commercial-scale electricity.
